Homa Bay County Water and Sanitation Company Limited (HOMAWASCO), a fast growing Company providing water and sewerage services within Homa Bay County is seeking to recruit competent and qualified personnel in the following positions:

  1.  OPERATION AND MAINTENANCE ENGINEER: GRADE 10 (1 POST)

Duties and responsibilities.

  • Provide guidance and supervision of all technical staff in the maintenance section as per the HR-Manual.
  • Oversee efficient operations of all plants, machines and equipment within the Homawasco schemes
  • Oversee water production in all Homawasco schemes in liaise with the Technical Manager.
  • Maintain all the plants, pipelines(leaks, burst control)and machines within  theHOMAWASCO schemes.
  • Ensuring preventive and corrective maintenance is undertaken on regular basis.
  • Attend to breakdowns and ensure quick response time to all breakdowns. Supervise installation, servicing and maintenance of all meters and plant machines within  in the schemes.
  • Participate in all new pipeline and plant development in liaise with Technical Manager
  • Inspect plant machinery, equipment, grounds and facilities to determine need for repair or corrective actions.
  • Mobilize team to perform maintenance duties as per schedule and meeting the required specifications.
  • Ensure that the right quality and quantity of maintenance tools and materials are stocked at appropriate levels.
  • Initiate planning and budgeting for works in the maintenance operations

Minimum Qualifications and Experience.

  • Degree in Mechanical,Electromechanical Engineering
  • Professional Engineer license required.
  • 3 years relevant experience in maintenance of plants and equipment of Water& Sanitation Company.
  • Have excellent communication, organization and interpersonal skills
  • Have analytical mind with problem-solving abilities.

2.0 PLANNING, DESIGN AND DEVELOPMENT ENGINEER: GRADE 10(1 POST)

Duties and responsibilities.

  • Provide guidance and supervision of all technical staff in the in planning, design&developmentsection as per the HR-Manual.
  • Designs all HOMAWASCO water projects by studying project concept, architectural drawings, and models.
  • Prepares engineering design by collecting and studying reports, maps, drawings, blueprints, aerial photographs and tests on soil composition, terrain, hydrological characteristics, and related topographical and geologic data.
  • Prepares feasibility study by analyzing engineering design; conducting environmental impact studies; assembling data for all new HOMAWASCO water and sewerage projects.
  • Determines project costs by calculating labor, material, and related costs.
  • Prepares engineering documents by developing construction specifications, plans, and schedules for both existing and new HOMAWASCO Water projects.
  • Confirms adherence to construction specifications and safety standards by monitoring project progress; inspecting construction site; verifying calculations and placements.
  • Enforcing project and operational policies and procedures by ensuring adherence to (NEMA) and legal requirements; advising management on needed actions.
  • Coordinate with project Coordinator and development partners during project initiation and implementation phase.
  • Assisting Technical maintenance crew in civil related repairs within the water schemes.
  • Monitoring project plan by reviewing design specifications and recommend actions to the management.
  • Maintains project data base by writing computer programs; entering data; completing backups.
  • Contributes to team effort by accomplishing related results as needed.

Minimum Qualifications and Experience. 

  • Degree in Civil, Mechanical Engineering.
  • Professional Engineer license required.
  • Technical skills: Must be highly skilled in water design techniques, working with blue prints, drawings and models for various project designs.
  • Project management skills: Ability to evaluate the work of contractors on various projects and ensure they are in compliance with applicable laws and standard required.
  • Communication skills: Have excellent communication, organization and report writing skills.
  • Leadership skills: Must have ability to lead a team of professionals; including surveyors, construction managers, Technicians and contractors as this will be significant in keeping project on time and within the budget.
  • Critical thinking skills: Have analytical mind with problem-solving abilities.
  • 3 years relevant experience in water and sewerage utility.

3.0 HUMAN RESOURCE OFFICER: GRADE 10 (1 POST)

Duties and Responsibilities

  • Assist in implementation of HR strategies and policies to support the departmental and company goals.
  • Proactively drive the recruitment and selection process of all staff and provide administrative support for the recruitment of senior staff.
  • Ensuring development of all staff training programs in liase with various heads of department and planned activities are properly implemented.
  • Coordinate with HR Manager in analyzing staff performance, career progression and making appropriate recommendations on human resource planning.
  • Prepare and coordinate induction programs for newly recruited employees.
  • Maintain an effective record management system for employees to ensure confidentiality of official records.
  • Manage payroll administration.
  • Prepare monthly and quarterly Human resource status report.
  • Any other duties that may be assigned from time to time.

Minimum Qualifications and Experience

  • Bachelor’s Degree in Human Resource Management/B.Adminstration HR-Option from a recognize university.
  • Three  years relevant working experience
  • Excellent report writing, interpersonal and communications skills
  • Membership to a professional body IHRM or its equivalent.
  • Understanding of Labour laws.

4.0 ACCOUNTANT: GRADE 10 (1 POST)

Duties and Responsibilities

  • Maintain accurate cashbook and general ledger postings on a monthly basis.
  • Complies with financial legal requirements i.e. IFRS/IAS standards by advising management on needed actions.
  • Summarizes current financial status by collecting information; preparing balance sheet, profit and loss statement, and other reports on a monthly basis.
  • Maintains accounting controls by preparing and recommending policies and procedures.
  • Prepares special financial reports by collecting, analyzing, and summarizing account information and trends.
  • Recording and analysis of revenue and expenditure as per income/expenditure codes.
  • Oversee monthly account, bank and other reconciliations.
  • Coordinates and check petty cash operations.
  • Compile data for preparation of quarterly/annual departmental financial reports.
  • Preparing statutory deductions schedule on time as per relevant statute requirements and ensure timely filing of KRA e-returns (PAYEE, VAT, NSSF, NHIF.
  • Timely posting of payroll i.e: salaries, salary deductions and SACCO contributions.

Minimum Qualifications and Experience.

  • Bachelor’s Degree in Commerce (Finance or Accounting option)
  • Certified Public Accountant (CPAK)
  • Member of the institute of Certified Public Accountants of Kenya (ICPAK).
  • Five years work experience in Accounts department.
  • IT user skills with knowledge of computerized financial system.

5.0 SCHEME MANAGER: GRADE 8 (2 POSTS)
Duties and Responsibilities:

  • Production and distribution of water to the Scheme client’s 24hrs a day, 365 days a year.
  • ·         Overall management of billing of customers and collection of renew within scheme.
  • Ensure adherence to water rationing schedules within the scheme.
  • Ensure that billing clerks/meter readers adhere to the billing cycle.
  • Undertake piping/lie maintenance and plant repair to reduce down time and non-revenue water.
  • Offer leadership and supervisory role to the scheme staff, instill discipline and motivation.
  • Monitor contract management by user department to ensure implementation of contract in accordance with terms and condition of the contract.

Minimum Qualifications and Experience:

  • Diploma in Water Engineering/Water Management from Kenya Water Institute (KEWI) or recognized university.
  • Have knowledge and a working experience of not less than three years in Water utility.
  • Capable of working under pressure to meet strict deadlines.
  • Have excellent communication, and report writing skills.
  • An analytical mind with problem-solving abilities.
  • Must be computer literate.
  • Management  and supervisory skills

6.0 DEBT COLLECTOR: GRADE 7 (1 POST)
Duties and Responsibilities:

  • Plan and implement collection strategies and make recommendations on new techniques of collection to reduce bad debts.
  • Ensure controls and compliance with corporate policies.
  • Prepare bad debt reports and draw these to the attention of the management with recommendations on actions to take to minimize risk.
  • Ensure debtors’ accounts are managed accurately and effectively.
  • Establish and manage commercial arrangements with third parties for the recovery of bad debt,
  • Issue demand and reminder letters to customers.
  • Prepare reports on collections and figures of delinquencies to inform management.
  • And any other duties that may be assigned from time to time.

Minimum Qualifications and Experience:

  •   CPA-Section four.
  • Knowledge of debt recovery procedures including legal procedures related to debt collection.
  • Five years experience in debt control/management, 2 of which should be at a supervisory level.
  • Excellent communication and report writing skills.
  • Knowledge of water sector will be an added advantage.

7.0 HEAD OF CUSTOMER CARE: GRADE 7 (1 POST

Duties and Responsibilities:

  • Maintain comprehensive and up to date data of all complainants and regularly update on complaints resolution progress.
  • Carry out regular survey to monitor customer satisfaction.
  • Liaise with other sections or department in handling customer issues.
  • Seek possible solution to customer problems in line with company policy and advice customers accordingly.
  • Put in place and monitor systems and process that will enable handling of customer service calls and emails efficiently.
  • Managing and updating the company website on various projects/events.

Minimum Qualifications and Experience:

  • Diploma in Public Relation/ Customer Care Relations from recognized institution.
  • Three years relevant working experience.
  • Excellent verbal and written Communication skills.
  • Ability to work under pressure with minimal supervision.
  • Computer literate

8.0 ACCOUNTS’ ASSISTANT: GRADE 6 (1 POST)
Duties and Responsibilities:

  • Preparation of payments documents as per accounting procedures.
  • Sort, code and posts accounts payable and receivables data as required to quick books.
  • Receipting and cash handling duties and petty cash operations.
  • Banking duties: such as cash withdrawals, statement collection and bank reconciliation.
  • Preparing entries to accounts, such as general ledger accounts and document business transaction.
  • Proper filling of accounting records.
  • Safe keeping and use of checque books.

Minimum Qualifications and Experience:

  • CPA- Section 4
  • Hands-on experience with Ms-excel and quick books programs.
  • Three years work experience in Accounts department.
  • Good communication and report writing skills.

ZONAL OFFICER: GRADE 4 (6 POSTS)                    
Duties and Responsibilities:

  • Carry out inspection of waterline and repair of any leakages, breakages and burst in water pipes.
  • Carry out new line survey to determine possibility of new water connection to new client.
  • Ensure monthly reading and recording of meter reading according to the billing cycle.
  • Control of valves operation under instruction of the Scheme Manager.
  • Identified unbilled client’s and bill them accordingly.
  • Liaise with the scheme manager to formalize any illegal connection and surcharge the clients.
  • Attending the client’s queries on water connection and billing.
  • And any other duties that may be assigned from time to time.

Minimum Qualifications and Experience

  • Diploma in Water Engineering or Water Management from (KEWI) or any recognized institution.
  • 2 years relevant working experience, one of which should be in water sector
  • Good Communication skills.

10.0 LINE PATROLLER: GRADE 3 (10 POSTS)

Duties and Responsibilities:

  • Ensure monthly reading and recording of meter readings according to the billing cycle.
  • Carry out inspection of water lines and repair of any leakages, breakages and burst in water pipes.
  • Identify unbilled clients and bill them accordingly.
  • Liaise with the scheme manager to formalize any illegal connection and surcharge the clients.
  • Attending to clients queries on water connection and billing.
  • Detect leaks in commercial and residential locations and carry out repairs as required.
  • And any other duties that may be assigned from time to time.

Minimum Qualifications and Experience.

  • Certificate in Water Engineering, Water Management or Trade test Grade (from (KEWI)or any recognized institution.
  • Two years working experience in water sector.
  • Good Communication skills.

11.0 BILLING CLERKS GRADE 4 (4 POSTS)
Duties and Responsibilities

  • Preparing monthly clients bills for respective water schemes.
  • Collection of mounts due within the scheme.
  • Preparing bill/payment schedules weekly/monthly within the Scheme.
  • Custody of the books of accounts and all financial records for the Scheme
  • Preparing monthly cash deposits and banking reconciliations.
  • Preparing scheme budget and schemes financial reports.
  • Any other duties that may be assigned from time to time by supervisor/Management.

Minimum Qualifications and Experience

  • Diploma in Business Administration or CPA section 1-2 from recognized institution.
  • Two years relevant work experience in related field will be an added advantage.
  • Computer literate.
  • execellent communication skills.

12.0 Human Resource Clerk: GRADE 4 (1 POST)
Duties and Responsibilities:

  • Assist the Human Resource manager in coordinating human resource department activities which include: recruitment, redeployment, leave management.
  • Set up and maintain employee’s personal files and other personnel records.
  • Assist in daily administrative operations.
  • And any other duties that may be assigned from time to time.

Minimum Qualifications and Experience:

  • Diploma in Human Resource Management or Business Administration from recognized institution.
  • One year work experience from administration department.

13.0 PROCUREMENT CLERK GRADE 4 (1 POST)
Duties and Responsibilities:

  • Answer suppliers and customers enquiries about order changes or cancellation of requisition orders.
  • Preparing purchase orders on behalf of the Procurement Manager.
  • Ensuring review of prices and product specifications from various suppliers.
  • Creating and maintaining purchasing files and price lists to determine which companies have enough inventory.
  • Should track deliveries and ensure the company receives exactly what they ordered from suppliers.
  • Ensure delivered items are physically checked for appropriate items ordered by the Company.
  • And any other duties assigned from your immediate supervisor/management.

  • Diploma in procurement chain and supply management.

14.0 MARKETING ASSISTANT GRADE 4(1POST)

Duties and Responsibilities.

  • Developing and implementing internal and external marketing strategies in liaise with Commercial&Marketing manager.
  • Responsible for ensuring that sales and marketing activities program are delivered within a specific time frame.
  • Write marketing literature (brochures, press releases etc) to augment the company’s presence in the market. Assist in the organizing of promotional events and digital campaigns and attend them to facilitate their success
  • Communicate directly with clients and encourage trusting relationships regarding customer related issues.

15.0 CUSTOMER CARE OFFICER: GRADE 4 (1 POST)

Duties and Responsibilities.

  • Ensure effective communication flow between internal and external customers on behalf of the Company
  • Ensure you provide to all clients accurate , valid and complete information on the following: water bill payment mode, registration and reconnection procedure
  • Ensure you login customers complaints/compliment and provide appropriate solutions within the time limits.
  • Ensure you build sustainable relationship of trust through open and interactive communication among the staff and the clients.
  • Ensure you file all customers’ particulars including, complaints for reference purposes.

Minimum Qualifications and Experience.

  • Diploma public relations, Customer care relations or relevant social sciences.
  • Two years relevant work experience.
  • Excellent verbal and written Communication skills.
  • Ability to work under pressure with minimal supervision.
  • Computer literate.

15.0 PLANT ATTENDANT GRADE 3(5 POST)

Duties and responsibilities.

  • Water production treatment and distribution
  • Control of valve operations under instruction of Scheme manager
  • Ensure water is pumped to various areas during water treatment process
  • Liaise with the Scheme Manager to ensure maintenance and repair of machines at the plant
  • Keeping records of hours run during water treatment on the plant logbook.
  • Ensure cleanliness of operation area and its surrounding

Minimum Qualification and Experience

  • Certificate Water Engineering or relevant Trade Test from recognized institution.
  • Two year relevant work experience.
  • Excellent communication skills.
