MANAGING DIRECTOR STATEMENT
Homa-Bay County Water and Sanitation Company Limited ( HOMAWASCO) was incorporated on 27thJune, 2006 in compliance with the Water Act 2002 which provided for autonomous, sustainable water companies to provide water & sanitation services in all counties in Kenya.
The company runs water supply schemes in the urban areas of Homa Bay County through five (5)water schemes namely:- Homa Bay Water Scheme, West Karachuonyo Water Supply, Kendu Bay Water Supply, Oyugis Water Supply and Mbita Water supply. We also have one Sewerage System in Homa Bay Town.
Before its incorporation, water & sewerage services in Homa Bay were provided by Ministry of Water at district levels. The company is yet to achieve sustainable operations since it still relies on County Government of Homa Bay for payment of water pumping power bills, the water coverage is still at below 50%, plant production capacity is still at 30% of demand in all water schemes and therefore client satisfaction is also low due to the limited supply.
However, the company has been working with various stakeholders to transform itself to a commercially viable enterprise with key focus on service delivery. Kenya Government through Lake Victoria South Water Service Board (LVSWSB) has approved funding for the development of three (3) new water plants in Homa Bay, Oyugis and Kendu Bay. WASREB has been instrumental in ensuring proper governance of the company through Board training/Board oversight and, the County Government of Homa Bay has been supporting the company in ensuring smooth water supply operations.
We have also partnered with Water Worx-Dunea of Netherland for capacity development –staff & operations and SNV-Netherlands for NRW reduction thus we hope to achieve operational efficiency in the near future.
I must also emphasis that the HOMAWASCO staff have been a critical part of the transformation by adopting change of operational style from a public sector orientation.to commercial viability environment
